What you can change in stock Google Tasks

If the drag never starts, make sure you are holding the task row itself, not only a checkbox, and that the task is still incomplete. Nested subtasks follow their parent: move the parent when the whole group should shift; indent or outdent when the hierarchy is wrong, not when you only want a new sequence among siblings.
Limits of manual order
Hand sorting works until the list grows. New tasks often land at the top or bottom and push yesterday’s careful ranking out of place. A due date helps in Calendar, but it does not auto-resort the list by urgency inside stock Tasks on iPhone. Prefixes like “1)” or “P1” in the title are fragile workarounds; they are text, not a sort key the app understands.
Cross-list moves are another friction point. Stock Tasks is list-first: you open one list at a time. Moving a task between lists usually means edit-and-change-list, not a quick drag from Work onto Errands while you still see both. If your day spans several lists, reordering inside one of them will not surface the other list’s top item.
That is different from needing priorities or stars. Priority asks “how important is this forever?” Rearranging asks “what is next right now?” Google Tasks answers the second question with drag order only.
